Software project management is a major aspect of software production, which is composed of a group of processes such as the resources planning, task distributing, status monitoring, risk control and conducting the stuff to the achievements. In recent years, however, the astonish increment of risk factors which are considered as the consequence of the exposing and unstable requirements have been inspected in software project. According to the recent statistics, projects failures due to the lacking of risk control are in a high rank, which have been making a great lose of revenue.The in-adaptation of the complexity and the unstable software requirements are the major causes to the ineffective control on risk factors. A reasonable and specific project management method is needed to study out to resolve this problem, which would be able to help the project managers to eliminate or avoid the risk factors and keep the project going to the achievements.In this paper, a new project management method is made via summarizing the experience of project development and management in real business software projects in which the author involved. The new method is oriented from risk control, based on Scrum agile methodology, and suit for general application development projects. With the help of this method, project managers are able to inspect and handle risk factors effectively. A project management utility tool based on this method is also developed which is built on Ruby on Rails framework, ran in the Browser/Server mode, and integrated with version control tools, code review tools, integration test tools, continuous integration tools, and static code analyzing tools. With the help of this tool, the efficiency of project managers would be raised remarkably.
