National Control On Digital Archive Information Resource

Compared with traditional archives with mature management experience, China's ability to control digital archives under new technical conditions is very weak. The facts that new carriers were destroyed, that some information was revealed and amended, and that technical skills of relevant workers were limited, indicate that not enough attention has been paid to national control on digital archive information. National control on digital archive information is closely related to national information security, cost of the construction of digital archives and inheritance of traditional national culture. Therefore, we must pay enough attention to these archives. Owing to the development of the society, the improvement of the political system, the rationalization of information chain and the progress of social practice, much attention is being paid to the digital archive information from all quarters of the society. These are crucial for the enhancement of national control on digital archive information. The digital archive information resources include: content, carrier and flow.Proportionately, it can be realized by means of control, including content control, carrier control, and flow control. To guarantee information quality and to make full use of limited resources, front controls on digital information resources should be implemented. To guarantee the authenticity and validity of information, the control should be implemented on the information process of the generation, transmission, safeguard, utilization and destruction. To protect and rescue the resources in time in the emergency, the information with different value should be graded and controlled. To grasp and protect digital archive information resources from destroying and loosing, means of bibliography control should be established.Since the information storage and information transmission is processed by certain carriers, the national control should not only be laid on the archive contents, but also be laid on the security of carriers. Based on the frequently-used carriers and damage factors which are fully understood, the consideration on carrier control should be taken for the sake of the development of the information industry, the decision of carrier utilization strategy and standard, extension of the life of the carrier by the management and technology. To make full use of the information resources, the information flow should be controlled by management and technology. The content control, carrier control and flow control require that the state should provide supporting measures, including organization, laws, talents, technical skills , funds, and etc.To promote the optimization of national digital information control, the relevant evaluation should be carried out. Thus, it is necessary to establish the system for the evaluation of national digital information control.
