Facing with the growing demand for archives information on the state's utilities and the new situation of public and state information development, though the exploitation and utilization of archives information resources have got great achievements, there are still some bottlenecks that will seriously affect the development and utilization of archives, plus with the realization of information equity, right conflict and imbalance of interest in exploitation and utilization of archives information resources are the typical performances. To a certain extent, the mechanism of balance interests which has not been established is the very reason of all these happened.Regardless of the input, management or institutional mechanisms, policy development and legislative issues in exploitation and utilization of archives information resources, they all involved with the rights and interests of relevant subjects. Fundamentally, the key to solve these problems is due to the main body of the rights, the interests of the confirmation, maintenance, distribution, and a reasonable balance of exploitation and utilization of archives information resources.Since the cause of information rights and conflicts in exploitation and utilization of archives information resources are complex and multifaceted, the need to build mechanisms of balance should be a comprehensive treatment.
