Study On Exploitation And Utilization Of Archives Cultural Resources

Archives are a product of social and cultural development, a valuable social and cultural heritage, and an important cultural resource. The value of resources can only be realized when they are developed and utilized, and serve to the needs of humankind. The exploitation and utilization of archives cultural resources will help realize the hidden cultural values of archives, promote the development of archive work, strengthen archival cultural functions, and moreover, prosper social and cultural development, and realize citizens’ cultural rights. While becoming a cultural superpower has been on the top list of the national decision, cultural soft power has become an important part of international competition, and cultural industry been one of the main sectors of national economy. A necessary breakthrough and a new direction for the development of archive reform should lie in a full exploitation of archives cultural resources.Under such conditions, this paper, based on the advanced socialist cultural construction and archive theory and practice, focuses on the direction of social cultural development and closely observes the latest development of cultural industry, by integrating relevant theories and methods of culturology. sociology, and history. Then, this paper discusses the main concepts, types, and meaning that will be dealt with in the exploitation process of archival cultural resources, elaborates the possible obstacles and difficulties, proposes specific ways of exploitation, and promotes suggestions for resolving these problems.This paper, made up of five chapters, consists of introduction, body and conclusion.Chapter Ⅰ,"Introduction to Archives Cultural Resources". This chapter mainly analyzes the cultural values of archives, puts forward the definition of "archives cultural resources", explains their typical features and specific categories.Chapter Ⅱ is entitled "The Definition, Subject&object, Significance of the Exploitation and Utilization of Archives Cultural Resources", which mainly defines the "exploitation of archives cultural resources", and states the exploitation subject and object. The significance of the exploitation in specific aspects is expounded thereafter.Chapter Ⅲ,"Restriction in the Exploitation and Utilization of Archives Cultural Resources and the’Cultural Crisis’of Archives". This chapter analyzes, from both subjective and objective points of view, different obstacles, shortcomings and problems in the process of the exploitation of archival cultural resources in China, and also analyzes the specifics and causes of the "cultural crisis" which archives are now undergoing.Chapter Ⅳ is about "The Method and Content of the Exploitation and Utilization of Archives Cultural Resources", which proposes specific ways and content of the exploitation from two parts:non-profit exploitation for public welfare and industrial exploitation. In the non-profit exploitation, we discuss the compilation, exhibition, cultural activities, exploitation of public cultural products, social education and other means with archives as the subject. While in the industrial exploitation method, we mainly make some suggestions on the development of archival cultural commodities and the industrial exploitation of archival cultural resources for the cultural industry sectors.Chapter Ⅴ is entitled "Suggestions on the Creative Exploitation and Utilization of Archives Cultural Resources". Based on the obstacles discussed in Chapter Ⅲ and the exploitation needs in Chapter Ⅳ, we hold that the research and integration of archival cultural resources should be intensified, and the theoretical research and practice of the exploitation of archival cultural resources be enhanced too. Therefore, we propose countermeasures for solving the problems in the exploitation of archival cultural resources, from perspectives of mentality, resources, informationization, institution, and organization.A long-lasted discussion about archives and culture has been around in archival field since the late1980s, but research focuses specifically on "archival cultural resources" or "exploitation of archival cultural resources" is still rare to date. This paper tries to make a relatively systematic research and discussion on such topic, in the hope that archival researchers and practitioners would pay more attention and contribute better ideas. Thus the archival cultural values can be better realized and archival cultural resources can better serve the cultural strategies and public cultural needs of our country.
