The thesis is based on research project of Fujian port and waterway construction implementation plan of geographic information system. With the foundation of Fujian port and waterway planning construction, and the basic status of the ports and waterways'ancillary facilities, the thesis aims to achieve modernization in the Port and waterway planning and construction management for the Port and Waterway Management department of all levels. It will also release the information to navigation, channel notice information, and provide services to public promptly and accurately. The construction of the port and waterway information system is an important issue in port and channel management. The difficulties in the development of Port and waterway information system software are also the bottlenecks of the application integration in the port and waterway. With the combination of characteristics of GIS (geographic information system) technology and the port and waterway management, the paper proposes the methods of the design and implementation for the information processing platform by using ARCGIS. The main contents are as following:1. Summarize the GIS technology's history and application status of the port and waterway in the foreign, domestic and provincial areas. It discusses the development trends of the GIS field in the port and waterway management.2. Analyze GIS technology of the port and waterway in the key line, server-side technology, and client-side technology and system development tools.3. Analyze the requirements of GIS of port and waterway system.4. The thesis proposes a GIS technology route and the systematic design of port and waterway based on Geographical information system.5. Develop and implement the Port and waterway geographic information system.6. Test the main function of port and waterway GIS.7. Give recommendations for implementation, operation, updating and maintenance mechanism of GIS project of Ports and waterways.8. Analyze and evaluate the advance, completeness, reliability, efficiency, systematicness and standardization of the system.Port and Waterway Geographic Information System Design is based on system engineering design, which meets the overall scientific, reasonable, economical principles. Port and Waterway Geographic Information System Design and its implementation are in accordance with the guiding ideology--- "unified planning, phased implementation". After more than one year's construction, Port and Waterway Geographic Information System Design and its implementation have been completed, which makes the search, retrieval and analysis of the statistics about the ports, waterways, and the plan of the GIS data possible. At present, port and waterway construction will be increased according to its increasing needs, which requires the better and quick development of computer hardware and software technology and GIS technology. What we should do next is to enrich the existing database and accelerate the construction of practical system based on this platform. That will improve port and waterway information management.
