With the developing of economic, environment protecting becomes more and more popular. How to take advantage of its resources and protect environment has been a very critical question for every country, which want to develop. GIS (Geography information system) is a kind of technology, which combines computer science, geography, measuring science and mapping science. It can display spatial data and other data in a way more simple. It can supply many models to manipulate data and help making degision. GIS has been used in all kinds of society. Because of the spatial character of environment protecting data, it is convenient and useful to use GIS in environment. By the way of information technology, degision supporting system is a kind of information system which help to resolve unstucture questions and self_stucture questions by supplying background materials, making sure of questions and models, and comparing potential resolution ways. The government can raise the product rate and strength degisions science.The author wants to integrate GIS and DSS in the developing and designing of Liaoning province's surface water geography information system. The author researches in integrating of GIS and DSS and provide solution ways; Provides frame of Liaoning province's surface water geography information system and designing for it's functions; Supplies models of pollution preview and water quality. The author researches in models automatic choosing and provides solution way.From all, this paper is a protocol frame of Liaoning province's surface water geography information system, and this paper provides solutions for problem may meet in developing. The article guides the developing of Liaoning province's surface water geographyinformation system.
