With the increasingly mature information construction technology and the gradual completion of universities network, the management of university becomes more and more digitalized and networked. Cadre work comprises an important part of Party construction in universities and serves as the organizational guarantee for the sound and fast development of all kinds of university causes. Management of cadres is the major work of organization department in universities. The work deals with information which is of high confidential level, complex and contains large amount of data from scattered resources. How to use modern information technology to realize the cadre management has become a practical problem which is of great significance and demands prompt solution.In recent years, the personnel information management system has been an one of most commonly used application software at present universities and institutions. However, most of them only complete the general management of the cadre information, including the information increase, deletes, revision and inquiry function. In comments the title, promotes aspects and so on talented person need to inspect when a person only depends on the cadre information is insufficient regarding the organization department ,but must supply person's ability information.Based on the comprehensive analysis of traditional college cadre management, cadre management and decision-making system of Jiangxi University of Traditional Chinese Medicine is designed which contains document management, dismiss management, appraisal management, statements management and analysis and decision.The thesis has used the software engineering principle method and the technology to the system conducts the feasibility study, the demand analysis, the software design, the software realizes and the software testing. In general,the total system is divided into four sub system, such as user management sub system, cadre management sub system, cadre ability evaluation sub system and system management sub system. At the same time, according to the demand of cadre evaluation, this thesis focuses on the research of cadre ability evaluation, And we classify the personnel ability information, which contains the administrative cadre's ability information and the technical cadre's ability information. Firstly, we draws inspected person's ability information, and then use the fuzzy evaluation method to carry on the judgment again. During the Judging process,we establishes the first-level sets of sub factors { }U = U 1 , U 2, K , Umfirsly,then we classify each factor according to the coupling degree, places the high coupling degree in one kind which forms a second-level sets of sub factors, { }U i = u1 , u 2, K , u k, i =1,2, K ,m. Here ui is the single factor, and we must give the judgment collection to each single factor. The judgment collection may be well, good, general or bad, and then we must give set weight for each factor in the corresponding second-level factor. Thus we give the first-level judgment to each second-level sets of sub factors by fuzzy mathematics method, and then we finish second-level judgment to each first-level sets of sub factors corresponding weight. The first-level judgment's result may inspect person's single item target situation, but the second-level judgment can inspect person's overall quality or abilities, which will greatly provide the decision-making support of candidates employing for college leadership.
