Decision-making is the core element in the administration management process. The decision-making of cadre choice and employment is more vital for the military construction project. The paper addresses the development of a Choosing and Employing Auxiliary System for Rank Decision-making (CEASRD) based upon problems occurred during the carde choice and employment process and the author's work experience accumulated for long time.The analysis method is used to design the functions of CEASRD combining literature study with demand investigation in the paper. The CEASRD information system is rapidly conceived by applying several software engineering methods such as life cycle approach, fast prototyping, object oriented method, and MIS developing method based on the software repeatable technology. The CEASRD information system structure design is also completed by adopting MIS developing method based on Client/Server mode. The corresponding CEARSD model is exclusively designed according to the data reduction process during the cadre choice and employment. Finally, the CEARSD information is carried out by use of the tool VS2008 and OO4O.The paper makes an active and valuable attempt to the use of CEASRD-like information system which has never existed before. Some valuable experience are also gained during the system development process.
