Today, information environment is changing from Web1.0 to Web2.0, the characteristics of the students are changing from digital immigrants to digital natives, and the traditional information literacy is also facing a paradigm shift. This paper will be committed to exploring the influence of Web2.0 on information literacy, and trying to put forward the concept of information literacy 2.0.This paper traces the history of information literacy at home and abroad, and compares the key contents and standards of information literacy at home and abroad, discusses in detail the trend of the development process of information literacy, and refines the core dimensions of information literacy standards; exploring the central feature and new learning culture of Web2.0 , reconstruction of the Web2.0 concept and trying to propose the concept of information literacy 2.0, and according to information literacy development trends, new literacy construction principles and the influence of Web2.0 on information literacy, and building initially the content modules of information literacy 2.0 by Delphi Method, content modules are Critical Thinking, Autonomous Participation, Communication and Collaboration, Problem Solving, Creative Productivity, Access Effectively, Lifelong Learning, Technology Operations and Concepts, Knowledge Management and Digital Citizenship.
