How To Create Favorable Public Opinion Environment For Public Policies

Public policy is a tool for management of state, it serves the social progress and development. The implementation of public policy is inseparable from the public to not be separated from public opinion. The implementation of the mass media is the public policy of "pioneer", "megaphone" and to contact public opinion "sensor." The current complex and diverse media environment, promotion of policy makers reduced the strength of forces, Policy makers must use clever agenda setting, to the attention of the limited resources for the implementation of public policies conducive to the public opinion support.In previous studies, the mass media is emphasized as a supervisor of public policy, promoters and developers exist. Mass media influence the public agenda by setting the agenda to influence policy agenda. Since the mass media in agenda setting on the initiative of strengthening, especially the "blog" and "micro blogging" the rise of the information from the media tedious to increase the current environment of public opinion a lot of "noise."So, to the effective dissemination of public policy, the Government should take the initiative to set the agenda for the mass media.The first part of this thesis focuses on two core concepts: public opinion and public policy environment. The second part is literature review. The third part discusses the research method.
