Research On The Mechanism Of Network Public Opinion In Policy Agenda

Under the background of mass data, the Internet gradually becomes the media platform for the citizens to take part in policy agenda setting process. Public opinion online expressing people’s interests more successfully has made it a research topic in input mechanism for policy agenda. As the beginning of public policy making, policy agenda setting influences the whole process whose science and democracy concerns the system’s legality and effectiveness. This thesis starts with input mechanism of public opinion online and studies the meaning of policy agenda setting and public opinion online, the conditions and patterns under which the latter input the former, and the influences resulted from the procedure; Explained the present structure of public opinion online input mechanism, systematically analyzed existing problems and their sources and tried to complete input mechanism of policy agenda by building and perfecting the mechanism of incentive mechanism, communication, examination, safeguarding, and specification; In this way, the government can fundamentally specify public movements online, ensure reasonable, rational, scientific public opinion online input, push forward scientific and democratic policy agenda setting, keep our country’s public policy making scientific in order to improve the governments’ administrative efficacy and promote the process of modernization management.
