This paper chooses "Migrant workers dun for default laborage"as research objects in aim of finding out media effects on public opinion and policy making in China. Two categories of newspaper—party paper and city paper—differ in characteristics during reporting. This study does paper research on the importance of media take part in policy making and the way the effect happens.One of the emphasis of the study is to discuss the important role media plays in forming public sphere and building channel for citizen expression.Via content analysis—a quantitative survey, this study discovers the change of media supervision structure in China—how party newspaper and city newspaper differs and competes in reporting and their effects on audience and policy makers. Also found is the general model of media effect on policy making, naming all the related factors. The conclusion is that Chinese media has a very standardized media effect on policy session, as well as disadvantage in making efforts on policy making because of the system causes and the deficiency in reporting.
