The rapid development of network information and communication technology has brought China's Internet into the era of Web2.0 in an all-round way.The era of Web2.0,which is characterized by interactivity,provides a media environment for netizen to create content and share information,and at the same time brings an opportunity for the rise of we-media.We-media not only changes people's way of life and communication,reconstructs the form of information communication and the pattern of discourse rights,but also generates an emerging social group different from traditional opinion leaders--we-media opinion leaders.In the era of we-media with complex information and diverse opinions,opinion leaders relying on their own characteristics,play a decisive role in setting the agenda,guiding the trend of public opinion,and pressuring the government to make decisions,which has a profound impact on China's current network ideology and network environment.Only by attaching great importance to the special status and role of we-media opinion leaders in government decision-making and policy reform,identifying the characteristics of we-media opinion leaders accurately,understanding of the process and path of the influence of we-media opinion leaders across the board,trying to explore strategies to correctly guide we-media opinion leaders,to build a stable,safe and orderly network political participation environment.This study is based on the development practice of we-media opinion leaders and policies in China in recent years,On the basis of the agenda setting theory and the analysis of the characteristics of we-media platforms and the main characteristics of opinion leaders,we-media(take sina weibo as an example)opinion leaders are effectively identified and analyzed for their impact on public policy.Firstly,constructing the identification index system of we-media opinion leaders.In this study,on the basis of literature review,from the object of the agenda-setting dignitaries and attribute dimension of two prominent sex building to spread,coverage,active degrees,regarded as the main measure of opinion leaders recognition model,using hierarchical analysis,data mining,emotional polarity analysis research method to determine the index weight,and recognition from the opinion leaders in media agenda setting.Secondly,this paper discusses the influences of media opinion leader in policy formation,through the "R Y Bkindergarten child abuse" events of different types of opinion leaders by tweeting for text analysis,inductive characteristics from the role of the media,opinion leaders,agenda setting method,the internal linkage between the opinion leader,summed up the media opinion leaders to promote the path model and influence public policy.Finally,countermeasures and Suggestions are put forward to correctly identify,vigorously cultivate and standardize the management of we-media opinion leaders,so as to play a positive role in the construction of new media pattern,innovation of social supervision mode and improvement of policy system in China.The possible innovations of the paper are mainly reflected in two aspects: on the one hand,the paper constructs an indicator system for the identification of we-media opinion leaders,summarizes the policy influence of we-media opinion leaders,and puts forward countermeasures and Suggestions for the positive and negative effects of we-media opinion leaders,enriching relevant research results;On the other hand,this paper adopts many research methods such as hierarchical analysis,case analysis and social network analysis to introduce agenda setting theory into we-media opinion leader identification and public policy impact analysis,so as to realize the combination of qualitative and quantitative research methods and the cross integration of information science and public policy.
