In the modern public policy theory, the process of public policy decision-making is like a game with all kinds of interest. With the improvement and perfection of the democratic politics, more and more common people, as ones of the multi-element interest subjects, are willing to participate in the process of public policy decision-making. Furthermore, the flourishing development of Internet industry provide the common people with a quick, convenient and open platform to express their own opinions, which consequently has come into being a new mechanism of the spread of public opinion and have certain influence over the process of public policy decision-making.2010 was the first year that micro-blog was used widely in China and became the third Chinese internet public opinion source following news and BBS. With the rapidly development of this application, it is forecasted that the influence power and effect of micro-blog will be more and more important. Therefore, this paper takes micro-blog as the point of penetration of the current internet public opinion and has an overall introduction of the development of micro-blog by now. It systematically illustrates the relationship between the current internet public opinion and the process of pubic decision-making which can help the public administration understand the trend and effect of internet public opinion.With the analysis of the development history, features and typical ones of micro-blog, the paper preliminary illustrates that micro-blog has being an important social media for its open platform, expand terminal, easy text and low threshold. It has possessed the premise on which the micro-blog affects the process of pubic decision-making, which shows that micro-blog has built a new kind of public sphere and enhanced the enthusiasm of citizen participation. Taking attacking on the trafficking in children and safeguarding legal rights against pulling down the houses in Jiangxi both via micro-blog as examples, the paper indicates that micro-blog opinions can urge the transformation from public problem to policy problem and open the policy window to public decision-making. At the same time, micro-blog can only has a limited influence on the process of pubic decision-making nowadays as the public opinion via micro-blog hasn't yet reflect a complete, sufficient and true public opinion. Therefore, governments at all level should give correct guidance on micro-blog opinions.
