In recent years, Chinese people have a great enthusiastic to join in Network Supervision of Public Opinion, which develop rapidly in China becase of that information can fully interactive and integration, and network environment is equality, anonymity and timeliness . But, many people also say that our Network Supervision of Public Opinion may bring network infringement and cyber crime, and the phenomenon of intemet violenee is serious. In this situation , this paper focuses on the study and think of the present situation and development of China's Network Supervision of Public Opinion .Based on the theory of citizen participation, network democracy, communication theory and the related theory of network supervision of public opinion etc, the text analyse the actual situation of the Network Supervision of Public Opinion in China, combining with the typical cases of network in recent years. Network Supervision of Public Opinion in China lack of universality and there are full of false information in it. The roots of these defects are many, such as the absence of effective statute, lacking of people's participation awareness and the government is lack of supervision ability etc. Based on the above, this paper points out that we can consummate Network Supervision of Public Opinion from three aspects,complete the relevant laws and regulations,strengthen citizen participation and moral sense of legal awareness, and last,the government should strengthen the ability of supervision and guidance.In addition,this paper takes on the empirical study on the basis of American scholar John ? Clayton ? Thomas who proposed a effective decision-making model of citizen participation, trying to construct a effective decision-making model of citizen participation in supervision, expecting some practical significance to improve our people join to Network Supervision of Public Opinion.
