Research Of Micro-blog Governance In The Perspective Of Citizen Participation Theory

The extensive application of network is a outstanding performance of information times. The social media appears with micro-blog as the representation, along with the rapid development of network and information technology. The social media with "Media-self-owned " as the significant feature, not only changs the people’s economic and social life, but also has the far-reaching effect to the process of political democratization. It is a beginning year for network governance in2008. The Chinese President HuJintao talked with people on internet through the "FORUM" people.com.cn in that year, which means that the support of public opinion on the internet by our country leaders could lead a legalized way of development for the asking government on internet officially. And2010is the first year of micro-blog in politic. In this year,micro-blog and other social media became a important information platform for exchanging between the members of "the NPC and CPPCC " and the public. People gets closer to the "NPC and CPPCC" proposals and sprit with the help of micro-blog and other social media. It is still at the initial stage of seeking advice from netizens on micro-blog for now. The problems as information gap,information pollution and internet security brought by micro-bog technology and other issues are prominent increasingly, and have became obstacle factors for the effect of micro-blog governance. At the same time, there are some problems in micro-blog governance, such as the diathesis lack of main part of micro-blog, the urgently needing of standard of governance mechanism, and the poor response.It analysissed the problems on micro-blog political in three angles of main part,way and object on the basis of fully carding of micro-blog,network media,network governance and other related concept in this paper. And to these three angles for breach in the part of policy, there are also three factors such as enhancing the quality of main participation, perfecting the operation mechanism of micro-blog governance and creating good standards to complete the path selection of micro-blog governance.The full text is divided into five parts:the introduction, exposition of the concepts, description of the current situation, analysis of problems and countermeasures.It introduced the background and significance of this research in the first part, reviewed the related literatures about micro-blog governance,network governance and citizen participation theory research, and expounded the framework,the research methods and innovation of this paper.The second part is the theory part,with related concepts of social media policy,such as network media,micro-blog,network governance and micro-blog governance. Based on these ideas, we got the research foundation.In the end of this part, it introduced the theoretical tool:citizen participation theory,and foud the logical links between it and micro-blog governance to make problem analysis of micro-blog governance get a appropriate theoretical basis.It is the analysis of the present situation in the third part.It took the micro-blog governance in HUBEI province as example,and got the current situation that micro-blog develops rapidly,government micro-blogs were different in different region,and the micro-blog of public security system has become a highlight. Though the description of current situation,micro-blog governance problems were found,then it was reasonable to get the corresponding countermeasures.The fourth part is the analysis. The present problems of micro-blog governance in our country were interpreted from three aspects of the main body of participation, object and the way. The effect including limit of participants, the problems of micro-blog governance itself and the management of public affairs is obvious.The fifth part is about research of countermeasures. With the description of current,corresponding countermeasure is to enhance the quality of main participation,perfect micro-blog governance operation mechanism and get the legal status on the basis of the analysis. To the point, these countermeasures with three aspects were also mentioned in the angle of citizen participation. Only in this way, the countermeasures are targeted and directional.In the final part, the author summarized the conclusions,and made a prospect of how to deepen the network governance further in this new technology environment of micro-blog.The innovation of this paper lies in the concerns of micro-blog this emerging internet information technology and taking micro-blog governance as the object of study. In theory,the author introduced citizen participation into the study of network governance. In the subject analysis of citizen participation, the author participated main body of participation into main factors and related main factors, that as the leader and manager of the society the government was classified as relevant subject factors. The effect of relevant main body to micro-blog governance could be studied from a broader subject with the study of government and citizen factors in the micro-blog governance.
