A Study Of County Rural Information Service On Rual Resident's Information Needs

The increasing information resources are companied by the aggravation of digital divide in the information age, and information inequality between developed country and developing country, between city and country are aggravated. With the display of information value and utility, information inequality has become the activator and booster of social inequality. Rural information infrastructure, information resource and information service talent are insufficient compare with the urban's, and the poor of rural resident's scientific and cultural knowledge and information literacy exacerbates the information inequality between city and country. The trouble was aroused the attention of our government, some projects are carried out and macroscopic policies are instituted to improve the development of rural information service, and more and more scholars are begin to research this issues. However, the projects and policies are comprehensive, it would be integrate and amend to adapt the reality of various regions, but there are little research profits are published. Besides, the rural informatics professionals tend to develop Information and communications technology (ICT) solutions based on their own perception of rural resident's requirements, rather than exploring their information needs by questionnaire, interview and observation with the perception of rural resident, leading to a "Design-Reality" gap.Therefore, it is very important to investigate the information needs of rural resident with the perception of rural resident and a microcosmic sight which county is the best choice, and to discuss the development of rural information service. Using literature search, the author searched relational achievements about rural information needs and services around the world as the foundation of this study. Using field survey methodology and choosing TengChong as a case, the study analyzed the nature of rural resident's information needs and acquisition, discussed the county rural information service. This paper covers nine chapters, chapter 1 is an introduction which expounds the investigative background, content and other relational issues. Chapter 2,3,4 analyzes rural resident's information need, information acquisition and rural information service separately. Chapter 5 and 6 discusses the improvable thinking of county rural information service and the construction of county rural information service model. Chapter 7 and 8 studies the guarantee mechanism and motivate mechanism of the model. Chapter 9 is the summary and recommendations for future research.Findings from this study include the following:(a) rural resident's information needs are sundry and close with rural productive and livelihood, theirs information conscious and information literacy are weak, and they are accustomed to acquiring information from their own equipment and the approachable way.(b) the government (include institutional organization) is the main institution of rural information service in China, the corporation participates actively and the non-government organization is the addition. TengChong's rural information service has formed visual and virtual information service served together, and the county-township rural information service structure was achievement by serval county departments. However, there are several problems:The information service organization isn't perfect, the information service lacks stable guarantee of policy and institution, the works lack communication and cooperation, the content of information service and channel is single and the effect of information service is not very good.(c) rural information service would identify the commands that to satisfy the sundry and Personalizing information needs of rural resident, information rescource development would suit for the information needs of rural resident, to serve rural resident according to their information acquisition ability and convenient way. The theoretical perspective of user-centered information service, institutional arrangement and information good provision are important for the study. To construct a scientific system of rural information service, to build and perfect the guarantee and motivate mechanism, to improve the information literacy of rural resident and to improve the information service efficiency are the thinking of improve the rural information service.(d) base on the inverstigation and theory analysis, the paper conceived a three stage general and branch rural information srevice system in which the public library system is the main service institution and rural resident is the core user. And it is a county rural information service system which base on the government system and guarantee the rural resident's information need and acquisition. the paper study the guarantee mechanism from institution, funds, information resource, talent and user participation. Study the motivate mechanism form optimize the county information service resource, improve the efficiency of information service institution, and guarantee the rural resident's information equity.
