Inner Mongolia is located in north of China, It is an agricultural region development butuneven economic development, information infrastructure and information talentconfiguration of the remote rural areas are quite lack than the city, coupled with the low levelof education and information awareness of rural residents, causing information differentiatebecome increasingly serious between urban and rural areas, showed a large income gap andinformation gaps between urban and rural residents. Information poverty restricts to improvethe living standards of rural residents and economic development of rural areas.Against this background, our research information service the underdeveloped rural ofcentral Inner Mongolia that has important theoretical and practical significance, It isconducive to adjust the layout and structure of rural information service and coordinateddevelopment of balance urban and rural. In this thesis, the hierarchy of needs theory; thetheory of public goods and information resources management theory as researching thetheoretical basis, a case study in GuYang county, using questionnaires combined with fieldinterviews, literature survey methodology; our studied the subject of rural information serviceand information service mode of the GuYang county; analysis of the content andcharacteristics of the information needs of the rural residents and characteristics of access toinformation, and to make a comparative analysis with the information needs of rural residentsof other areas. Consolidated their information needs, information obtaining habits andinsufficient information services exist, our put forward Information services developmentproposals for underdeveloped rural areas in central Inner Mongolia. The main conclusions ofthis paper are: Rural information services of GuYang county formed government as the main,farmers’ cooperatives, the leading enterprises so on joint participation, but there are manydeficiencies, such as inadequate rural information service organization, especially reflected inthe town and the village levels, information service content and the information furnishingroute single; lack of information services professionals and facilities, and so on. In aspects ofinformation needs, there are information needs content-rich and a large quantity of rural residents, but they are the lack of ability to obtain information; TV, interpersonalcommunication and mobile phones are the main channel for rural residents access toinformation, and very few internet applications. On the basis combined survey results andtheoretical analysis, authors suggest that government should further improve the informationservices organization and introduction and cultivation information services professionals;each village should establish information service center to rely on Prairie Library, informationservice center provide real-time information and effective information skills training for ruralresidents to improve their ability to obtain information and information awareness;government should strengthen information service infrastructure to rural areas.
