Analyzing And Design Of Rural Information Platform For China Mobile Co.Ltd

In recent years, the Central Committee of CPC and the State Council have called on building a new socialist countryside to promote agricultural IT construction, utilize and conformity agricultural-relevant information resources, and strengthen countryside-oriented IT services. As an outstanding enterprise citizen and a primary operator, China Mobile takes up the responsibilities of promoting IT construction and serving three-agriculture, as well as building information and communication bridges for the farmers, as an active response to the calling of the Central Committee of CPC and State Council. It's an important move for China Mobile to establish the rural information network, which aims at speeding up rural mobile communication and new countryside IT construction.The main ideas of building rural information network are as follows:First of all, conformity of the existing resources of China Mobile like mobile network, data network and internet, which have covered the wide rural area of China; Secondly, timely transmission of agricultural message originated from the government department, agricultural research institution, agricultural colleges, agricultural CP, agricultural-relevant enterprises and message collectors to the farmers via cell phone, farmer information machine and call center, etc. Thus, it can not only effectively resolve the "last-kilometer" problem for IT application in agriculture, but improve effective broadcasting of agriculture message and two-way information communication.This paper illustrates current situation and requirements for rural IT construction, and gives a general description of the rural information platform. It also demonstrates the traffic features and flowchart of the rural information platform, and predicts its future user quantity. It emphasizes the design and implementation of scale, platform body structure, function structure, access, information service management, content management, support management, call center setup, interface and networking of the rural information platform. Finally, it gives a system analysis for the platform construction. The design and implementation plan for rural information platform in this paper conforms to the actual situation of China Mobile, and has been proved to be true and practical. It lays a solid foundation for the rural IT strategy development plan.
