Research And Design Of Integrated Information Service Platform, Guiyang City, The Rural Information

Guiyang City is among the first batch of being listed as the pilot cities by Ministry of Information Industry in terms of comprehensive information services in the IT applications of the countryside in China. Guiyang takes this opportunity to stick to the scientific outlook on development and the road of industrialization, IT promotion, urbanization, marketization and internationalization, and fully initiates the information system building in rural areas. It launches the "1311" Projects with the central task of building "comprehensive information service platform of Guiyang's rural IT applications", namely creating a platform (rural comprehensive information service platform and data exchange center) as in "1", integrating three networks (TV network, phone network and Internet) as in "3", building 10 thousand information devices (LED display, big-sized PDP TV, PC and voice terminal) as in the second "1" and benefiting 100 thousand countrymen as in the last"1".Based on the research of the comprehensive information service platform building in Guiyang's rural IT applications, the article describes the policy supporting services for organizing and implementing the "1311" Project, explores a new path of information system building suitable in the rural areas of Guiyang, and thus sets a good example for the IP promotion in the rural areas of the province and even the whole country.The contents contained here in are:1. How to integrate and develop resources related to the rural information, try to build the "first kilometer" of the rural information system building.2. How to strengthen the building of the rural information devices and deal with the "last kilometer" problem with the wide spread of IT applications in rural areas.3. How to establish and perfect the information service system in rural areas and solve the "long-term system" problem.
