The Research On The Path Of Public Information Service's Extension From Urban Areas To Rural Areas

With the development of Economy and Internet Technology in the new period,The development of Public Information Service in China is deepening.The public information service system in the city has been basically established,the e-government development has achieved initial success,the government for the development of public information service security supervision and encouragement policies have been more sound,all kinds of government,enterprises,third party nonprofit website,Public information service agencies have also greatly enriched the access channels of public information services for urban residents.The service platform for meteorological,tourism,geographic information,traffic and other common public information has been completed and put into operation;rural public information service infrastructure construction coverage year after year,the economic base of rural areas,rural residents of the information literacy has improved,but overall,the differences and gaps between urban and rural Public Information Services are still obvious.In this paper,through the research of Public Information Service elements,summed up two ways that urban public information service extends to rural areas.That is Common governance of urban and rural public information service and equalization of urban and rural public information service.The former emphasizes start from the subject,object and content of public information service point,at the same time,it emphasizes the important role of the public information service object,that is,the public public information service in the public information service.The latter mainly stands on the platform of the public information service,guarantees the mechanism and the whole angle,discusses how the public information service extends from the city to the countryside and how to equalize the construction in urban and rural areas.Finally,this paper,through interviews and questionnaires,try to understand the extension of the urban and rural public information services in Hebei Province and the development of the status quo,and rural residents in Hebei Province,the public information service needs,and give specific advice based on Hebei city public information services.Macro-suggestions from the perspective of the main macro to grasp the extension of the policy direction,mechanism construction,for example,for the contents of the interview,including the sub-level,sub-age,sub-content of the rural residents of information literacy education and training;in the case of "Taobao Village",the government established special public information service communication channels and cooperation mechanisms with enterprises;and specifically for the market supply and demand information,science and technology information,vocational and technical training information,medical and health information and other rural residents that are important and relatively back ward service of public information services focusing on the development and other content;micro-recommendations are more specifically related to the full understanding of urban and rural residents of the development of public information services inequality,to help create a good use of public information service atmosphere,field research to understand the different residents of the village public information service needs and so on.
