Nowadays, countries all over the world are carrying out all kinds of reading activities to promote their nation's reading level. The present research on this field is mostly focused on the reports, strategies and measures, while backward in the evaluation of its effectiveness towards the readers. Based on such a background, this thesis attempts to evaluate the effectiveness of the library's reading activities in those colleges and universities.According to lots of researches on the evaluation theory of library, reading and service quality, this thesis puts forwards those factors influencing the reading activities and establishes an evaluation framework, which comprises a performance evaluation index system based on "the changing degree of user's perception", and other related factors such as "user's experiencing degree" and "user's expecting degree" are analyzed qualitatively as well. The weight of each index is given by using the Precedence Chart. In order to measure the evaluation framework's scientificity and reasonability, this thesis adopts quantitative and qualitative methods to analysize and solves the problems produced in its use in the reading activities in Library of Huzhou Teachers College. In the empirical study, the quantitative analysis data of the evaluation index system and other qualitative analysis data are both proved operative and obtainable.The innovation of this thesis is to set the user as a point, establishes an evaluation index system of reading activity's effectiveness, and which is expected to contribute to a new angle of view of library's evaluation and its readers service.
