In order to encourage families to read to their infants and toddlers,and to cultivate their early reading interest,reading ability,reading hobby and lifelong good reading habit,since 2011,Suzhou Library has been providing local infants and toddlers from 0 to 3years old with a "reading package" that includes reading materials,a reading guide,and a height measuring tape based on the recommended books for infant and toddler heights.Encourage their parents to be able to participate in reading activities for infants and toddlers,and help their children to form a variety of good reading skills and reading habits in the future.Over the past ten years,Suzhou Library has provided scientific reading guidance to over 30,000 families through the "Reading Bundle".It has not only brought the joy of family reading to tens of thousands of families,but also filled the gap of reading guidance services for infants and toddlers aged 0-3 in China.The distribution of the Suzhou Library's "Reading Package" has become an important milestone in the promotion of infant and toddler reading and family reading in China's library sector.Regarding the current research on the promotion of reading for infants and toddlers,the research content and results are mostly focused on the introduction and significance of domestic and foreign case studies of infant and toddler reading promotion activities such as "Bookstart" and "Reading Package",as well as the significance of foreign"Bookstart" and "Reading Package"."In contrast,empirical research on the effectiveness of reading promotion services for infants and toddlers,such as the"Reading Package" in China,is scarce.Therefore,after comparing domestic and international reading assessment methods in Chapter 2,the author finally adopted the PISA 2018 reading ability test system as the assessment method in view of the assessment method,assessment difficulty and assessment feasibility analysis,and optimized the assessment content in Chapter 3 with local practical characteristics.In Chapter 4,the test evaluate the reading behavior,reading ability,and home reading environment of the recipients and the non-recipients of the same grade level(control group)in Suzhou through the reading ability test and student questionnaire.The test results also passed the reliability and validity tests.In order to verify the comparability of the test subjects,descriptive and difference analyses were conducted in Chapter 5 on the basic personal information of the recipients and the control group,such as age and grade level,as well as school conditions,such as class length,language class atmosphere,teacher support and teacher enthusiasm,etc.The final results showed that there were no significant differences between the recipients and the control group in basic information and school conditions,so they could be used as a control experiment..Based on the differences between recipients and controls in three dimensions of reading behavior,reading ability,and home reading environment,the following conclusions were drawn.(1)In terms of reading behavior measures,recipients showed a trend of higher interest in reading,more tendency to read extensively,less perceived barriers to reading,more superior reading perceptions in some topics,and higher knowledge and enjoyment of libraries than the control group.(2)In terms of reading ability,the recipients showed a trend of higher high level of reading ability,stronger grasp of text structure,more excellent cognitive process correctness,and higher reading accuracy than the control group.(3)In terms of family reading environment,the recipients and the control group were comparable in terms of family wealth,while the recipients' families showed a tendency to be more willing to provide reading resources for their families than the control group in terms of family cultural resources,family educational resources,and family book collections.Combined with the effectiveness of the Suzhou Library's "Reading Package",this paper summarizes the findings on reading ability and reading behavior in Chapter 9,and demonstrates that the Suzhou Library's "Reading Package" can promote better reading behavior,higher reading ability,and better reading behavior among recipients.It is also demonstrated that the Suzhou Library's "Reading Package" promotes better reading behavior,higher reading ability,and a better family reading environment.This paper also proposes to strengthen the grading construction,shorten the return visit period,and strengthen the activity publicity,and to use the Suzhou Library's "reading package" as a template to form a new model of infant and toddler "reading package" promotion that includes "reading package","brand activities" and "activity effectiveness evaluation",which will provide new ideas and guidance for other libraries in China to carry out infant and toddler reading promotion activities.
