From the Demand of the market's perspective, the health reform policies can help primary hospitals to achieve more patients'resources. In the high-competitive health care market, talent plays the most critical role. The hospital's technology, service and management quality is mainly determined by the quality of human resources. Therefore, the primary hospital must pay enough attention to the importance of human resource, otherwise they can not achieve a lasting competitive edge and the sustainable development.But now, a considerable portion of domestic primary hospital's have many problems of human resources management. The development of the hospital is affected and the quality of health care team is limited. As a result , China's medical industry is also adversely affected in fact.So how to make the human resources management to be professional and effective has become an important issue of the primary hospital. Since the author is working in a primary hospital in Guangzhou, the object of study in this report is human resources management of the primary hospital in Guangzhou City.This article analyzes the primary hospital and its overall human resource management firstly. Then the article Points out that the primary hospitals exist a lot of problem, such as lacking professional management personnel. Following, the importance and main characteristics of the primary hospitals are discussed.Secondly, the author analyzes the status of human resource management of the primary hospital in Guangzhou City. The study found that the primary hospital in Guangzhou City have the following severe problems: Lacking of the the human resource manager with medical characteristic, Lacking of real power over personnel matters, Lacking of proper human resource management concept, Lacking of scientific mechanism for employer, Lacking of benign career path, and so on.Finally, the author makes an in-depth analysis on how to improve the primary hospital in Guangzhou and submits a series of policy proposals, including: establishing the correct concept of human resource management,establishing a set of characteristics with the medical training of human resources management system, fostering good hospital culture, establishing the full-time HR department, making the job responsibilities to be clear, formulating the strategic plan of the human resource'development, establishing a fair, and open performance appraisal system, establishing a sound social security system, and so on. |
