Along with the development of market economy and the in-depth reforming of medical and health system, public hospitals are facing a new competitive environment. To maintain and enhance the competitive advantage and meet people's increasing high standard of medical care service needs, public hospitals must have a first-class medical personnel, and can fully stimulate their enthusiasm, initiative and creativity. Therefore,it is very important for human resource management to solve the following problems in public hospitals. How to create an efficient work environment? How to create a good mechanism with which public hospitals can select talent, train talent, develop talent and retain talent effectively?Career management is an important content within modern human resource management, its purpose is to achieve employee's personal growth and organization development together. Medical personnel career management can integrate medical staff personal requirements and the development of the hospital , can improve the overall quality of medical personnel, and promote the core competitiveness of public hospitals. At present, career management is not systematically applied in public hospitals, empirical and theoretical research results are rather rare. This paper, using method combining theory study with case analysis, discusses the topic of medical personnel career management in public hospitals. Firstly, this paper introduces the basic concept and theory about career management, and describes the situation and significance of medical personnel career management in the domestic public hospitals. Secondly, from the perspective of the organization, there is a comprehensive analysis about the practice of medical personnel career management in Tianjin Baodi Hospital. Although,Tianjin Baodi Hospital are trying best to provide adequate space for medical personnel development and have done a lot of basic work for career management , including positions setting, design of career development channel, recruitment and introduction, training and development, remuneration and motivation, assessment and evaluation. But current work of career management still lack of ideas, professional career management talents, perfect career path, career management information and support system, targeted career cycle management. On this basis, this paper provides some principles that medical personnel career management should be followed as well as some useful suggestions, hoping to provide some reference for building a scientific medical personnel career management system in public hospitals.
