At the end of 2013,The third plenary session of the 18 th central committee adopted a decision on deepening reform.In the decision,China will establish a scientific and reasonable public hospital personnel salary system.And put forward to encourage the general public to run hospitals and support the establishment of non-profit medical institutions.In October 2017,General secretary Xi Jinping in the 19 th party congress report put forward the implementation of a healthy China strategy.The implementation of this strategy,will lay a solid and healthy foundation for building China into a powerful modern socialist country,showing the party's understanding of the people's health has reached a new height.With the gradual perfection of our socialist market economic system,and the establishment and rapid development of various non-public hospitals and private hospitals,public hospitals are facing an increasingly competitive environment.Behind the fierce competition is essentially the competition for professional and technical personnel,facing the fierce competition situation,Public hospitals should start from the core resource of talent team construction,introduction and training of quality medical professionals and technical personnel.It also puts higher demands on hospital and personnel chiefs.This paper introduces the current situation of human resources and management of three municipal public hospitals in taiyuan,analysis of human resource management problems,Hospital managers pay insufficient attention to human resource management,unreasonable human resource planning,incomplete personnel training system,unscientific staff salary distribution,and lack of scientific and effective assessment system.At the same time,through data analysis and discussion The main reasons are as follows: the low degree of professionalism of hospital managers,backward measures of human resource management system,weak staff business training,excessively single salary distribution system and lack of mature performance evaluation system.From the perspective of human resource management development process,Taiyuan hospital human resource management is in the primary stage of development,should explore the concept of modern human resource management.But its development is a long process due to the influence of environmental factors and the limitation of medical level.In order to improve the hospital managers understanding of human resources management,solve the problems of public hospital human resource management,this paper study the advanced human resource management idea,break through the existing personnel management system effectively,improve staff training system,establish scientific and reasonable fair compensation mechanism,perfecting the performance appraisal work,put forward the countermeasures to solve the problem of Taiyuan city public hospital human resource management,the current and future human resources work in a public hospital in Taiyuan city has a certain reference value.
