Project management is nowadays one of the most popular science of management. How to establish an efficient and scientific project management system is not only a theoretical question for study, but also an actual and urgent problem to be resolved in the practice of project management.This paper aims at establishing a scientific project management system to suit the needs of proprietor under the guide of advanced project management theory, based on the practice of the carbide mixture project management in ZCC, and via the optimizing and innovation of the traditional model of project management.According to the rule of 'efficiency first' in our modern economy society and considering the defects of the traditional project management system, our project management system is characterized with the system of full responsibility for project manager and project group members fully become staff of the production line after completion of the project.The implementing effects and also the applying prospects of our system are evaluated. It suggest that this research has provide a practice means of management for alike new project for proprietor, and also a new angle of view for management of similar project.
