Full Process Project Management System Contribution And Practice In Telecom Carrier ICT Project

With the rapid development of economic globalization and information technology, the domestic carriers are facing the challenges from"the traditional telecom service provider"to"the comprehensive information service provider". It results in the ICT (Information and Communication Technologies) business. ICT is the integration business of information and communication technology. It's based on traditional telephony, broadband, and other services combined with the IT technology. But ICT business is still in its infancy stage. The project's success rate is low. The theory and method of ICT project management have many points need to study and solve.The key point to address this issue is effective management of ICT project. By researching the full process management of ICT projects, our goal is to build project management system with ICT business characteristics and close to the market and customer demand. So as to raise the level of ICT project management, improve the rates of project success and customer's satisfaction.This paper analyzed the different between operators ICT business and traditional business, and the problems in ICT project management. On that basis it comes up with a full-process oriented management system framework and the key point to implement full-process management in ICT project.Completed works are included as below: 1. ICT project full-process management structure are made by ICT project process management, ICT project organization system constructiong, ICT project information management modules. On building the framework, we analyzed the interactions between the various modules, and studied the design and construction process of three modules.2. To study the ICT project management information system requirements and design options in full process management system, we build the process management modules design about project launching, planning, executing, ending. At the same time, we design the process details, interface and documents templates for ICT project information system every module.3. By practice in the operator, we analysis the benefit of full-process project management. With a specific case, we explained the full process of project management processes and methods. Demonstrated in this paper, we can see the availability and practicality of the theoretical system and better practice effect achieved. Through these topics of research, we established the full-process management theory system which meets ICT business features better. And we designed and built the modules about the project organization structure and method to deployment "project type" organization structure. We designed and realized ICT project management information system. Relative to traditional scattered type organization structure of ICT project the research and design of theory system and information system, have great reference value and application prospect in the three domestic operators, China Mobile, China Telecom, and China Unicom. It's the important way to improve the ICT project success rate and to enhance customer satisfaction.
