China is making unprecedented efforts to reinforce infrastructure, leading to the great development of engineering project management techniques in the modern construction enterprise management. Meanwhile, construction enterprises are also encountering new challenges in the project management. In the fierce market competition, the Project Cost Control will have direct bearing on the survival of construction enterprises, in which the control over direct project costs is particularly important.This paper mainly focuses on the control over direct project costs by the project section of construction enterprises in the area of expressway construction in our country. Based on the author's many years'experience in the project management of construction enterprises and taking the civil engineering items of Heng-yan Expressway in Hunan province as an example, this paper discusses several effective ways on how to control direct project cost. Through careful analysis of direct project cost in such aspects as the nature, composition, generating process, influencing factors, supervisory control and so on, the paper aims at finding out a series of ways to improve the profitability of construction enterprises effectively.First of all, this paper introduces the relevant knowledge on modern project management, its application and development in the modern construction enterprises, describes the importance and composition status of direct project cost in construction projects investment by taking China's highway project as an example, presents the common problems existing in monitoring direct project cost in the project management of construction enterprises, and also proposes the author's ideas.Secondly, from the flow characteristics of direct project costs, this paper explains the status of construction enterprises in the whole circulation process of the costs and specifies the information expressed or implied in the related contract documents and agreements in project management. At the same time, the paper also expounds the related systems, billing processes, contract management formulated by the construction enterprises in the process of using direct project costs. The author emphatically points out the importance of direct project costs to the construction enterprises.Next, from the angle of the composition of direct project costs, the paper analyzes the different factors directly influencing the changes in the project costs, in which the generation of labor costs, the costs of materials, the costs of using mechanical equipments and related management experience are analyzed in details. This paper describes the impact of the relevant content in the construction organization on direct project costs, and emphatically introduces the impact analysis by adopting the advanced management techniques such as ABC classification, PDCA cycle on direct project costs.Then, this paper introduces the study of the executing process of monitoring direct project costs. The study of monitoring process proposes administrators assignment, duty requirements, etc. on the basis of the institutional model of the expressway project management department. Detailed solutions to the tough problem of executing supervisory control over labor costs, the cost of materials and machinery are proposed according to the author's years of management experience. It also focuses on the flow chart of data collection, the problems as well as their solutions, and emphatically discusses the points for attention in data statistic analysis. It presents earned value method to analyze direct project costs and the "S" curve analysis of the characteristics. It introduces the outcome of documents reported in project management and charts making. The systematic construction of monitoring process and other cases influencing it are involved in this paper as well.Finally, taking Heng-yan highway projects as examples, the paper gives a detailed analysis of the existing problems in running direct project costs, presents possible methods to solve these problems, and summarizes the success and failure experiences in project management.
