Supported by Information technology, the government information construction as the core contebt of e-government,with high efficiency,low cost and remarkable features,and can effectively promote the society and the government a full range of exchanges,effectivly prevent the alienation of public power.In recent years,Chinese Government attaches great importance to the construction of E-government,and actively promotes construction and development of E-government.The Government drives frist the national economy and social development information with action. The implementation of information to stimulate industrialization development strategy is of great significance.Putting e-government system into service,will accelerate transform the function of the government,improve administrative quality and administrative efficiency,and increase the capacity of government regulation and service capabilities,catalyze community supervision.The construction of E-government system is a main focus among the constructions of Chinses government at present.This paper takes the Xinjiang government at all levels of e-government system construction as the background and the design and achievement of e-government system to carry on the research.This paper analyzes the status of e-government both home and the questions lie in our E-government. In tells that service-oriented architecture is introduced-SOA and J2EE e-government implementation technology: analyzed the construction of e-government system, carried out an overall needs analysis, carried out the document management subsystem of a detailed needs analysis; designed the whole system, structure system function, database model design; right document management subsystem detail design, issued a document management component of the function implementation and realization of the code is described in detail, and design of systems analysis of functional and performance tests.Platform for e-government of this paper, document management subsystem through the actual operation, basically reached the expected goal. The research results of this paper have been well practiced. It effectively provides technical support for E-government in Xinjiang, meanwhile it is playing a positive role in building an open government and improving administrative efficiency.
