E-document refers to official documents and electronic files that are generated, processed and transmitted by means of computers, networks and communication facilities. With the advantage of large information capacity, high transmission speed and ease of resource sharing, E-document has become an inevitable trend in the development of document processing.In the current state of the government documents processing, E-document which has the advantage of large capacity of information, high transmission speed and the resource sharing and other functions, has become an inevitable trend in the mode of document operation. Government Office as the central department of government agencies, both handles information uploaded on the functions assigned between lower levels of government; and to the level of government departments to pass information to various components of the role. The exchange and transfer of large amounts of information is the most important aspect when handling various types of documents. Therefore, the main work effort that government office should possess is to process vast amounts of documents which are available in a range of different types and formats scientifically, rationally, efficiently, and accurately.Firstly, this article will focus on the problems and drawbacks of the current system according to the actual needs of the Government Office’s work. Based on the demands of actual work and the process of office documents, this article defines the requirements of E-document system: document receipt, document distribution, document approval, document publishing, document handling, searching function, sorting, archiving functions and other functions such as logon, logout, role administration. According the functions in the requirements and analysis, establish electronic management information system.In the design stage, this article will introduce the functions of this system: receipt management, dispatch management, performance management, log management and system management. For each function, this article defines the processes and logic and the detail info about each modules.On implementation, this article uses the most popular technology—“UML”, ASP.NET and B/S architecture as the development platform. The UML technology as the main way of achieving, aims to fully utilize good communication based on UML diagrams. The UML modeling will improve efficiency; save cost; shorten the development period and improve quality. It should be pointed out that the B/S structure can be used in situations which a large amount of users involved.Ultimately, this article will introduce the testing and operation of the E-government system, and summarize the electronic government affairs system and electronic document management.
