In the global economic downturn environment, the state has carried on the vigorous infrastructure to stimulate economic development. The strong investment has brought the development impetus for the transport sector, but also brought more opportunities for the transport sector think-tank, the Institute of Science and Technology—there are a large number of research projects. However, it is still the old ways and means, the traditional manual mode, to achieve the management of these projects. There is no full use of the existing network infrastructure; it can not meet the current social development and the requirements of scientists. The research workers have to waste a lot of time in the research jobs, e.g. fill in a form, modify the table, take the statements in hands to look for the leaders of various departments for approval, etc. The research assistants in the Science and Technology Department have also complained about the inefficient management ways of these research projects which can not provide good services for the research workers; In addition, they have to waste a lot of time in looking for the information and documentation from the existing piles of paper-based materials, thus resulting in low utilization of such documentation. Therefore, it is very important to design and develop a scientific research project management system.Social information technology is developing rapidly, especially in hardware replacement. How to take a minimum cost to build up a good information management system with portability, maintainability and scalability is a key issue to consider. In addition, the security issue is also an important point for the research institutes to take account. Research workers have to be emancipated from the piles of paper documents and they can be allowed to make best use of these resources safely and conveniently.This paper is to address the problem, given a set of design ideas using J2EE, using open source, portability, a good lightweight SSH2 vessel technology, and the java-based open source search engine Lucene technology, and on this basis, on a given system design and implementation.The main ideas are as follows:1. Give a brief introduction of the J2EE system and its core and application.2. Give a detailed introduction of the design principles used by the container industry's most advanced SSH2 the Inversion of Control (IoC), Aspect-Oriented Programming (AOP) and the ORM, to build up a set of lightweight open-source Web software architecture SSH2.3. Detaisl based on Java technology, open source search engine----Lucene, using the technology to build a desktop or a Web search engine.4. Finally, the combination of Lucene technology and SSH2 framework and the analysis of the project to achieve the scientific research management system.
