With the rapid development of information technology, the human face a volume- -nous of unprecedented knowledge, we are going into a new era - the information age. Prosperity of Knowledge-based economy has subverted the way of traditional knowl- edge management completely,that makes the human at a loss in front of the vast ocean of knowledge. How makes knowledge management effectively, especially the personal knowledge management,is the challenges and responses entrusted to us by the times. Personal Knowledge Management is the ability and skills which knowledge workers must have in the 21st century, and an efficient tool for personal knowledge management is the key to implement the personal knowledge management effectively. Use the cogn- -itive psychology as the breakthrough point, through the research of the essence of kno- -wledge management , we build a knowledge classification which is based on the know- -ledge element; and on this basis, from a technical perspective, along the path of the the- -ory building, modeling and empirical construction, of the to the open systems theory as a guide, using grid technology to build an Opening Personal Knowledge Repository; at last,to build an Opening Persnonal Digital Library as an example, provided an empiri- -cal arguments for theoretical model.
