In China, different government departments are in charge of different functions. Thus, when dealing with an emergency, there will be a great variety of functional departments getting involved. In recent years, in the promotion of constituting emergency plans by the government, government departments which take care of the industry of water resources, environmental protection, public security, earthquakes, electrical power and many other sectors, have invested in building information platforms, and some even have developed in-depth platforms reaching grass-roots governments. But these various and independent platforms are lack of linkage which cause the information resources cannot be effectively integrated while meeting an emergency, and especially in the face of comprehensive crisis. These platforms cannot work as a whole, which provides undesirable internal coordination and cooperation. Thus it brings an immense loss to one society.Against this background, this paper proposes that the application system can be simplified to a system of coarse services and standard service interfaces. It speeds up the response to the needs of emergency supply chain through integrating legally IT system by using service-oriented ESB platform. We can reuse the existing information systems by combining various services, and adopt the way to plug the rapid development while using newly developed information system. Then it helps to eliminate heterogeneous problems among different information systems.The paper is based on the application-integrated technology of ESB emergency supply chain system. At first, it analyzes the emergency supply chain system comprehensively, and then sets a functional model of it, and on the base of which forms the architecture of the entire emergency supply chain system. Then the analysis and comparison of the existing integrated technology help to arrive at a suitable integrated technology for emergency supply chain system. And then its key technology in details is explained. And meanwhile it shows standard interfaces designs on ESB platform. Finally, it will show the accomplishment of ESB technology playing in the emergency supply chain system and presents case studies as well. But this new design, we can solve the existing problems and enhance the efficiency of current emergency supply chain system.The work can be works as a reference for further developing of emergency supply chain system and offers an integrated platform for combining or reshuffling of the systems and at the same time provides unified service definitions and standard interfaces.
