In recent years,various emergencies have caused interference to public safety and social stability to a certain extent.The supply of emergency supplies is the material foundation for handling emergencies and a necessary condition for ensuring the effective implementation of emergency activities.In practice,it is difficult to fully meet the demand for emergency supplies in a timely manner,and the reserve of emergency supplies does not match the demand;Information communication failure,excessive supply of materials in some regions,and weak economic viability of emergency material supply chain nodes.This article introduces blockchain technology and ideas to solve the practical difficulties of emergency material supply chain,constructs a blockchain based emergency material supply chain model,and provides a new path to improve the efficiency of emergency material supply.To solve the problems in the emergency supplies supply chain,this article,selecting the methods of coupling relationship analysis and system dynamics simulation,and focusing on the supply of general emergency supplies with the ultimate goal of improving,drew into the idea of blockchain to optimize the existing emergency supplies supply chain,and constructed a blockchain based emergency supplies supply chain model.Firstly,based on domestic and foreign literature,the paper analyzed the necessity of constructing an emergency supply chain from the perspective of national economic mobilization.Systematically,it analyzed the technological advantages of blockchain and its good coupling relationship with the emergency supply chain,and explored the systematic dynamics of the coupling relationship by Game theory.Then,from the five dimensions of logistics,information flow,business flow,capital chain,and value flow,the operating mechanism of the regular mode and blockchain mode of emergency supplies supply chain was dissected.The characteristics of the emergency supplies supply chain under the blockchain mode were identified and the model construction was analyzed,and the emergency supplies supply chain model based on the blockchain was constructed.Finally,To prove that the emergency material supply chain model based on blockchain can improve supply chain efficiency and reduce external interference,the data related to emergency supplies under the "COVID-19" emergency in Wuhan,Hubei Province,were selected to deduce the logical relationship between the variables on the emergency supplies supply chain based on the blockchain,depict the causal relationship and flow chart,verify the optimization effect of blockchain technology on the emergency supplies supply chain,and analyze the interference effect of information delay and transportation delay on the model under the emergency state.The research in the paper suggests that there is a good coupling relationship between blockchain technology and emergency material supply chain.The blockchain concept can solve the practical problems of emergency material supply chain,enhance the willingness of material supply units to participate,and achieve the improvement of emergency material management quality and material supply efficiency;The emergency material supply chain model based on blockchain can effectively reduce the inventory of each node in the emergency supply chain and the total inventory of the supply chain,significantly improve the supply efficiency of emergency materials,and eliminate various interferences in the operation of the supply chain compared to conventional supply chains and traditional emergency material supply chains;The construction of an emergency material supply chain model based on blockchain can provide new ideas and decision-making references for emergency material supply.
