A Service Level Agreement (SLA) is a formal negotiated agreement between two parties. It is a contract that exists between the Service Provider (SP) and the Customer. It is designed to create a common understanding about service quality, priorities, responsibilities, etc.First this thesis introduces the basic concept and development of Service Level Agreement. Along with the rapid development of communication technologies and the progressive liberalisation of the telecommunications market, service providers began to introduce SLAs for the service level management and provide several services of different levels to meet the growing demands of customers and improve their own competitiveness. Now IP network is expanding rapidly, more and more traditional and new network businesses are transferred to Internet which is based on IP. Users, especially commercial users also have requirements to the quality of IP network service. Therefore, IP network also introduced SLAs.The management of SLA parameters is the key to manage SLAs for IP network. The core of SLA parameters management is the uniform definition, annotations, measurement, mapping and assessment of SLA parameters. The sector of telecommunications and the IP network have been discussing about SLA parameters, but so far there are no uniform standard. With the continuous development of the network, QoS parameters will be more diversified, so SLA parameters appear to be particularly important. This thesis analyzes a variety of network performance parameters. Through the analysis of the existed parameters and with the use of the classification methods in relevant standards, this thesis advances a set of SLA parameters to show IP network service quality and grade from different aspects.Internet service providers need SLA parameters measurement to illustrate the network quality of service. Because SLA parameters can not be obtained directly, so the mapping between SLA parameters and measured network performance parameters should be processed. This thesis explains the mapping between SLA KPI parameters and the network performance parameters, designs mapping method and assessment method of the network service quality. The processes of mapping and evaluation are link-based as the basis of end-to-end application QoS assessment.This thesis presents a design of SLA parameters management in network dynamic monitoring system, and concrete realization of the QoS data calculation and analysis. Experimental system runs in the campus network, processes real-time data and displays network quality of service situation. This system has met the needs of designment and proved correctness and feasibility of SLA parameters management methods.Finally, there is a summary of the work in this thesis and gives some opinions on the further study of the SLA parameters management in network monitoring system.The SLA parameters management method studied in this thesis has some prospective future applications. The most important application is to achieve the monitoring of bearer network quality of service level in NGN, to meet the QoS of upper business.Meanwhile, the development method and procedure can be used as a reference for the future SLA development of other systems.
