Service Level Agreement (SLA) is a formal negotiated agreement about the level of the service quality between two parties——service provider and customer, sometimes called a Service Level Guarantee.In this thesis, introduce the development and the basic conceptions of SLA. The competition of the telecommunication business and the opening up of the telecommunication market is the trigger leading to the appearance of SLA. More and more customers require the service providers to provid SLA that guarantees the service quality. As the development of the Internet, customers especially the business customers require the quality of IP network service. And the SLA is introduced into the IP network. IP service providers begin to provid service with SLA. To remain competitive, service providers must offer SLA guarantees. It is significant to study what is a SLA and how to manage it.Agreement on terms and definitions for SLA parameters is key to implementing and popularizing SLA. Both the ITU and IETF have done amount of works on the specification of the SLA parameters, but there is no agreement by far. So the research of the SLA parameters is very important. In this thesis, we enumerate and analyze the IP performace parameters defined by ITU and IETF and the most commonly defined parameters used in SLAs. Select a set of SLA parameters that describe the service quality level in terms of connectivity, transfer performance, capacity performance and system support.Service providers need to monitor the service they offer to their customer and report the QoS parameters to the customer. We refer to a mapping mechanism from QoS parameters to NPMs (Network Performance Metrics) and use this mechanism to map the selected SLA parameters to the NPMs. And analyze how to measure and ananlyze the parameters in order to implement the monitor of SLA. In the thesis we put forward a design scheme of the SLA monitor system and implement the data collection and data analysis function module of this system. At last we use the data collected from the actual network to illustrate the service level of the monitored network.
