With the development of the Internet technology, the number of network applications has increased extensively. Some applications, such as electronic business, Voice over IP (VoIP) and Video On Demand (VOD), are sensitive to the network's Quality of Service(QoS). However, the traditional network is based on IPv4 with "best effort" as its transportation mechanism and, therefore, can not provide QoS assurance to the applications. The emergence of IPv6 has inhanced the capacity of IP address and become the essential transportation protocol in the next generation Internet. But there is still a lack of a flexible and manageable IP QoS network management system which gives end to end QoS support to various network applications.The National Development and Reform Commission project "Research on CNGI (China Next Generation Internet) QoS Mechanism, Key Network Construction Techniques and Correlative Implementation" aims at devising a controllable, manageable and operatable IP QoS management system supporting IPv4/6 networks. Through browsing the service descriptions, the user signs Service Level Agreement (SLA) with the Service Provider (SP). Then according to the SLA, the system could provide adjustments to the resources deployed on IPv4/6 network, serve QoS control, management and accounting, and, as a result, guarantee the end to end QoS of the service ordered by the end user.The design of the service mangement system in QoS management system is of great importance and is the focus of this thesis. Firstly, the performance requirements of different Internet applications have been analyzed and the basic concept of the QoS assurance is introduced. After that, the architecture of the CNGI QoS management system is presented and the position of the service management subsystem is specified. Secondly, the solution to some essential issues in the design of the service management system has been described, including the description of the service's signing process and the life cycle within CNGI QoS management system, the design of a SLA automatic gemeration method based on service template during the signing process and the interation mechanism based on Service Oriented Architecture (SOA) between SP and Network Provider (NP).The specification design of the service management subsystem of CNGI QoS management system was described in details then, including the requirement analysis, high level design, detailed design, implementation and test. Finally, some suggestions to the improvement of the service management subsystem were also depicted and the work during master was listed in the last section.
