In order to solve the conflict between economic development and railway transportation in our country, high-speed railway's construction has entered a period of great development, especially in passenger special line. With large-scale construction of GSM-R, some railway businesses based on GSM-R network has gradually enriched and plays an important part in ensuring safety and reliability of railway operations. Therefore, it is necessary to provide some ways to guarantee the quality of service of railway businesses. At the same time, it will be inevitable and imminent to introduce the function of business management in GSM-R Integrated Network Management System. However, due to the lack of construction experience, the research and development of GSM-R Integrated Network Management System still focus on the level of network element and network and involves little business management. That is the reason why it is difficult to meet the development's needs of railway businesses. In order to solve this problem, we can manage the quality of service of railway businesses by using the technology of SLA (Service Level Agreement) . The paper is mainly about the research and application of monitoring system of the quality of service for railway businesses based on the SLA.The process of SLA management applied in GSM-R Integrated Network Management System can be divided into three phases: the preparatory phase of business data, the implementation phase of SLA management and the maintenance phase of business management. After the discussion of theories and technologies about SLA, the paper studies three phases of SLA management respectively. First of all, the work of preparation phase is analysis and arrangement of the business data so that it is convenience to implement SLA management. The article analyzes kinds of businesses of GSM-R system and classifies these businesses according to business requirements. Every business has its appropriate indicators of SLA which is set thresholds value or ranges. Secondly, the technologies related to SLA management is introduced to business management in the implementation phase, in order to achieve the management of the quality of service of railway businesses. The article presents a monitor method of quality parameters in the GSM-R system, studies the process of calculating the SLA parameters and monitoring algorithms, designs architecture of the SLA management system, and analyzes functions of each module and operational process. The paper takes train control data transmission service for example to declare the executive process of SLA management. Finally, the business management system provides the functions of monitoring and evaluating the performance of network and the quality of service. And it can give the reason of faults and offer measures of solving the faults in time. The article designs the network resource model of GSM-R system and provides designing ideas of business data model, after analyzing logical relation between bearer businesses and network equipments. Then, it studies the analysis method of the impact of network alarm on bearer businesses and designs processing procedures of the analysis module. Above all, this paper totally studies the all aspects of monitoring system of the quality of service for railway businesses based on the SLA and has important guiding meaning for the system development in the future.
