Now it is full of competitions in modern telecom market, such as product, quality,price and so on, while service quality is becoming the most importance one. But servicequality management in telecom domain is truly complicated. Not only there are so manyservices that are difficult to manage, but also as a part of the whole operation of telecomenterprise, the service quality management is interdependent with other parts. Therefore itis very important to build a telecom SLA centric service quality management system.This paper introduces the concepts and theories about service quality management intelecom domain on TMF related topics, especially focus on TMF SLA guide book. Basedon these knowledge, this paper analyzes the requirements for a telecom SLA centricservice quality management system, summarizes the life cycle of SLA management, anddefines the feature requirements and interface requirements. Also this paper brings out thesystem architecture for an End-to-End telecom SLA centric service quality managementsystem, including Service Adapter, Service Quality Monitor, Datamart e.g, together withthe basic feature description for these modules, for instance, Service Adapter will collectthe performance data from external systems and send these data to Service Quality Monitoras KPI, and Service Quality Monitor will be responsible for real-time KQI calculation.This paper concentrates on the research of core of a telecom SLA centric service qualitymanagement system, designs a TMF compatible model for SLA management. The mainobjects of this model include Service, Service Component, Service Parameter, ServiceLevel, Sevice Level Object, Service Level Agreement, and a Data Feeder object which works as the data source for KPI calculation in conjunction with the Expression object.This paper introduces a common method on the calculation of KPI and KQI, discusses thedifferent algorithms on Status of Service, and the calculation of Compliance ViolationLevel.Contributions of this paper:(1) The requirement analysis and system design for a telecom SLA centric servicequality management system;(2) Bring out a full and applicable object model for current and future telecom SLAcentric service quality management, which is compatible for TMF;(3) Propose a common method for KPI/KQI calculation;...
