BOSS, business operation support system, is comprised of parts of billing and settlement, business and accounting, customer service and decision support. According to the developing trends of the telecom industry, market share of the BOSS system will grow at a comparatively high rate in the next three years.The general market pattern and intensifying competition in China have made telecom carriers realize the crisis of their survival and development. So they have given more efforts to company building and winning of clients. This has produced new requirements for the operating and service capabilities of the telecom network, and also has triggered a new round of competition with a shift of competition focus from resources to quality characterized by enhanced investment in software. The increasing software investment of telecom carriers in BOSS, customer analysis and OA systems offers a large market for system integrators and opens the prelude to cooperations and competitions among different segments of the industry chain. Drawing from an in-depth understanding of the BOSS system, this paper uses knowledge and methods of project management to fully classify, analyze and solve problems arising in the stages of proposal and approval, initiation and execution of the BOSS system project, so as to meet the client's requirement of on-time completion of the BOSS project without compromise on quality and to lay a good foundation for building of the BOSS system based on the new-generation network.The BOSS system will evolve in the direction of applications for the new-generation network and wireless network. This paper can be a reference in the construction of the BOSS system project based on the new-generation network.
