With the advent of knowledge-based economy, education must be a strategic priority. As a new educational method, E-learning combines the internet's attribute that providing communication and information services when and where with the huge demand of learning from all over the world. There is no doubt that it directly concerns an individual, an enterprise, a country and a nation's future and destiny.Firstly, the dissertation introduces the importance and necessity of developing a learning management system and analyzes its application condition at home and abroad. Then, it gives the details of SCORM as well as how to design and realize a SCORM-based LMS. It also gives a brief introduction of B/S, XML and .NET that applied in the LMS. The .Net-based LMS which takes into account the fundamental interests of learners gives the possibility to learn more freely and widely, furthermore, it solves the problem of unbalanced distribution of educational resources and promotes the popularization of E-learning in institutions of higher learning.Based on network system model, the dissertation analyzes the major functions of the LMS which agrees with practicality, extensibility and corresponding specifications, what's more, the emphasis of the dissertation is placed on the investigation and realization of several key modules related to online-learning in this system. After decomposing the functions and structure of the system, its block design and database structure are accomplished. The LMS enables a new user sign-up, online-test/learning, curriculum management and vague inquiry, among these functions, online-test/learning and curriculum management are the most important parts.The LMS adopts the prevailing B/S as its software system structure, which consists of three layers——the browser, the application sever and the database server. Comprehensively applying network database and web page make the LMS more elastic and extensible. The server adopts Windows 2000 Server for the operating system and SQL Server 2000 for the back-end database while the client adopts IE to connect with the server for accessing the LMS. Some techniques such as HTML, script and JSP are also used to develop the LMS which is an open and running system supporting for SCORM-based teaching materials, so as to make the materials reusable and shareable. The LMS can efficiently trace the learner's learning experience, which is the foundation of personalized learning.
