Along with the continuous devolepment of information technoloy, E-learning has been becoming the primary trend of the education in the world. But there are some problems lying in the existing E-learning system. Firstly, the shared Web resources and the interoperability of resources are not ideal enough. Secondly, people are always lost in a large amount of information when accessing the Internet. Thirdly, most of the E-learning systems do not provide the learner with personalized services. Fourthly, most learning systems are incompatible with others. At last, one learning system is hardly able to utilize the tools of other learning systems. Sharable Content Object Reference Model (SCORM) is established by the Advanced Distributed Learning (ADL). It gives a description to a set of rules and examples which can realize existing E-learning standards, and provides a variety of organizations with E-learning guidelines, specifications, and standards. Therefore, LMSs which are developed to in accordance with SCORM can resolve above-mentioned five problems.This paper firstly introduces SCORM, the SCORM-LMS model, and the application of XML in SCORM. According to the SCORM-LMS model, the framework of the SCORM-based Course Resources Management System is established, and the main functional module of this system is proposed. Furthermore, some core modules, such as Delivery Service, Tracking Service and Sequencing Service, are analyzed detailedly. Then Web teaching materials and their manifest files are designed. Finally, this thesis presents how to realize the Data Model and the API Adapter, SCO search for API, and the process at the server side in data interaction.This system uses XML, B/S and JSP technology, and provides SCORM-based teaching materials with an openly supporting platform. Any teaching material which is accessed by other SCORM-based LMS can be supported by this system without any change. This system can also trace the learner's learning experience, so as to solve the loss of the learners in the Internet. In short, this system gets to the aim of RAID, that is, Reusability, Accessibility, Interoperability and Durability.
