With the fast development and popularization of e-learning , it's more important to set up a set of Learning Technology Standard for e-learning products in the whole world. SCORM of ADL is widely accepted as a major specification for e-learning. The SCORM help to ensure Reusability,Accessibility,Durability,Interoperability,Adaptability,Affordability and Manageability will protect e-Learning investment. In contrast to traditional learning mode, with the application of SCORM of e-learning enable the pace, sequence, content and method of instruction to better fit each student's learning style, objectives and goals. But the research and application of SCORM is at the primary stage in china and there's still little experience about instructional design with SCORM. Nowadays, it's useful to afford a set of instruction of this.At first, it introduces the SCORM and compares the SCORM with the other Standards. A new instructional design mode united the instructional design theory and the SCORM had been offered. The mode includes 8 steps: Assessing Need to Identify Instructional Goal(s), Conducting a Goal Analysis, Learner Analysis, Writing Performance Objectives, Developing an Instructional Strategy, Context Analysis, Content Sequencing, Developing Assessment Instruments. The purpose of this research is to make a guidance to be referenced to instructional designers and instructional design researchers for implementing the SCORM.
