Personalized learning is the goal we perpetual pursuing in the long river of human history. With the development of web, researchers are focusing on how to use the web to realize personalized/adaptive learning. Adaptive sequencing of learning content is the key of realizing adaptive instruction on the web, and many researchers provided lots of theories and cases about it. There are 4 problems in presently researches about adaptive web courses' design and development: 1. It's difficult for teachers to use in instructional practice. 2. Connecting to special course closely, it's difficult to apply to other courses. 3. The courses connect to learning management system (LMS) closely, and the portability is a problem. 4. Not following standard, it's difficult to reuse and share. Sequence should be various and adaptive in the web learning age. In SCORM, course separated from LMS, content separated from the manifest file, we can use the two characteristics to solve above problems.In this thesis, the researcher constructs a sharable content object adaptive sequence system (SCOAS system) model on the bases of extensive analysis of adaptive instructional design, sequence theories and SCORM. According to the proposed model, the researcher implements the SCOAS system by adopting XML and ASP. In the SCOAS system, the researcher implements 6 sequence strategies: No Sequencing Rules, Linear, Linear Choice, Constrained Choice, Knowledge Paced, and Remediation. Using the SCOAS system, teachers can easily make adaptive web courses which following SCORM and meeting instructional needs.
