Through Information System, businesses can streamline and optimize their operation procedures and then create competitive advantages. BPM (Business Process Management), based on the technology of workflow and J2EE, is a new flexible integration information system with process-centric approach, and will benefit both business and IT management.This paper is based on the production research and development project--- the Business sysytem of Sichuan communication research planning and designing Co., Ltd. At first, it introduces the evolution of BPM and some trends in BPM fields and the key technologies, and then brings forward and realizes an application scheme that takes workflow as its core, and is based on open frame interface. The system has the function of process monitor, resources data binding and so on. The user can change the business process according to the requirement of business.This Paper completes the process modeling and design, and analyse the work of the process nodes in detail. On this basis, This paper analyse the design and development of the system, include the architecture, system functions, web layer, application logic layer and interface with the resource management system.In the end, this paper describes an instance of the sysyten for the telecommunication enterprise.
