With the rapid development of the telecom industry, telecom enterprises now face so many challenges in many fields, such as service contents, service qualities, business management and serving consciousness. Telecom enterprises should design and construct a new kind of telecom operation support system, which has high efficiency and accords with the development direction of the telecom industry. It is believed that to build this kind of OSS can make the telecom enterprises become more competitive. The NGOSS (New Generation Operation System and Software) released by the telecom management forum (TMF), has become the international standard, so it is needful to do research works on it.The thesis concludes the basic principles of NGOSS, analyses the ITU-T TMN model, and then describes the TMF NGOSS frameworks, Telecom Operation Map (TOM), ETOM, SIM and the Technology Integration Map (TIM). Then the thesis gives out a new system analysis method: System Analysis Map (SAM), which can support the construction of NGOSS well. The thesis not only specifies the system analysis methods and the processes, but also has designed the system architecture of NGOSS.The research works on the NGOSS has significant meanings to NGOSS constructions. System analysis is one of the key factors of software development, which can affect the project development process directly. To design an OSS needs to be analyzed thoroughly in any key analysis layers. Combined with my works when participated in the software development of HYOSS, the thesis specifies the whole system analysis process, which is directed by the NGOSS SAM and NGOSS theory. The thesis specifies the user management system design process and also gives out other sub-system design processes. On the other hand, the thesis particularly describes the HYOSS architecture design, the J2EE technology used in the HYOSS development, the design patterns, the STRUTS framework, the development processes in the presentation layers, business logic layer and the data persistence layer, and at last the thesis depicts the development models using EJB.
