Telecom operation businessmen are in dire need of designing and constructing effective and steady business&operation support system (BOSS) to improve service quality and management level of enterprise, accordingly improve competition ability in the markets. The paper designs and achieves SIP-BOSS based on the communication operation flat—SIPSYS developed by Shenyang Institute of Computing Technology, Chinese Academy of Science. SIPSYS flat has been adopted by many operation businessmen, therefore providing incorporate and standard operation support to it has great market demand and application value.The paper firstly studies and summarizes theories and standards brought forward by International Telecommunications Union(ITU)and Telecom management forum(TMF), introduces some of important concepts comprehensively, analyses and compares several kinds of the models.And then according to TMF's corresponding criterion and software component technology and combining material operation requirement the paper confirms the system construction object; Designs technical adiaphorous BOSS operation framework preliminary; Expatiates on the design of SIP-BOSS software framework according to the three layer framework based on B/S pattern, and explains technology exploitation process of the system; Presents SIP-BOSS function framework and depicts bill system, operation accounts system, operation analyse system and network configuration and system monitor.Finally the paper explicates the design and achievement of system key modules. The SIP-BOSS that designed and achieved in the paper has been disposed by many operation businessmen, and achieves anticipative effect.
