With telecom controlled economy's opening recent years, telecom industry has become a particularly competitive industry instead of monopolization. Old OSS (Operation Support System) with the "product focus" strategy of service providers can not support competitive need of new business appearance and manifold personal need of customer. Telecom operation company hope that new generation operation support system could improve service quality and provide the ability of celerity develop and deploy new business and reduce operation cost and enhance core competitive ability.In this paper, I study NGOSS (New Generation Operations, Systems & Software) , BPM (Business Process Management) , BRM (Business Rule Management) , OSS/J (OSS Though Java Initiative) , JAVA EE (JAVA Enterprise Edition), SOA(Service Oriented Architecture), Web Services,BPEL4WS(Business Process Execution Language For Web Services) ,BRM (Business Rule Method), Multi-Agent technology. Under such background, I develop a series of application research.In part I, I analyze actuality of domestic and overseas OSS and point out some problems in domestic OSS and solve method of using BPM and BRM theory and technique to realize telecom application integration to enhance OSS agility ability. I study software develop technique, software architecture, NGOSS TNA (Technology-Neutral Architecture) and Multi-Agent technology. I analyze theory and architecture of Agent and point out the difference between Object and Agent and feasibility of using Agent oriented program in complex enterprise level application especially in OSS.In part II, I analyze eTOM (enhanced Telecom Operations Map) ,SID (Shared Information/Data) , true telecom end-to-end business process and study business logic and business entity of business process. I realize service fulfillment process using JAVA EE, SOA, Web Services, BPEL4WS, BPM and BRM and so on. To enhance agility ability of OSS, I point out business process optimized method based on double layer OMAGA (Orthogonal Multi-Agent Genetic Algorithm) and point out theory method and technique approach of Business Rule Management based on GOA (Goal-OrientedAgents) .
