With the development of the national economy, the residents' need of electricity is also increasing increasingly, then the electrical section which is under the reform of electrical system's automation needs a more stable and efficient system of electric charge urgently, so as to replcace the traditional meter reading which is lowly efficient. For this, some automatic meter reading systems have appeared at home, such as automatic meter reading system by low-voltage electrical line;automatic meter reading system by wireless and telephone line. But because of the lack of the single electrical communication protocols, the manufacter usually designs the absolute communication protocol for each automatic meter reading system, which makes electrical communication protocols out of compatibility, and brings the disadvantage to the electrical charge system's integration, maintenance and upgrading.For solving the disordered situation of the automatic meter reading system, we have studied the electrical communication technology and designed an new style of automatic meter reading system, which uses an advanced communication protocol named "DLMS/COSEM", and takes the Ethernet as basal channel. The new system carries out the interoperation of communication protocol and raises the efficiency of the channel. DLMS/COSEM protocol standard contains two parts: Device Language Message Specification (DLMS) and COmpanion Specification for Energy Metering(COSEM). The forestay describes the communicate mechanism and uniform format of message;and the latter designs the meter's model of object interfaces using the advanced Object-Oriented idea. They work together to carry out the interoperation of the protocol, VIZ. the system of managing charging meter's data can talk to each meter, without thinking of the meter's manufacturer, model, power type measured, and communication medium.The system of meter's data communication is based on "Client/Server" model, and establishs the meter logical device, object interface model on the base of "Connect-Oriented" TCP Service. Also we design the application module of meter by OBIS system. We have realized the communication between PC station and meter server using DLMS/COSEM protocol, which is approved to be well by the testing.
